Normally, I really don't have an opinion on devblogs, but this one is something of a hotbutton issue. I'd have posted to the comments section on the devblog, but it's allready 17 PAGES long, and counting. For this reason, I doubt very much that what I say might be heard, so I post here instead.
First of all, removing isk bounties from missions will be more then brutally punishing for newbs. Without income garnered by missions, it could take months for them to fly anything bigger then a crusier. It was once explined to me that your reward for playing eve was your wallet, in the context of the "Should skills train faster if you use them?" question. It would seem now that there will be no reward at all.
Secondly: With the removal of agents to low-sec to appease pirates demanding easier targets, CCP is putting the cart before the horse. As many players in the devblog reply thread pointed out, doing high level missions requires a very different style of setup then PvP does... even if you have godly 95%+ resists. The Devs have repeatadly insisted that EVE is a 'PvP' game, which, is, I belive, what it was intended to be. However, one needs only look at what systems the bulk of the players are in to know that is clearly not what it is now. While the hardcore l33t PvPers dominate lowsec and 0.0, a great many of the players, I might go so far as to say a majority, are in empire.
IF the devs are seriously interested in stopping isk inflation, I would suggest the following: one, remove all npc sell orders from the market (removing buy orders would be too unbalencing atm, but once planetary interaction hits, the buy orders should go too). Make NPC trade goods POS manufacture/planetary interaction items only. This will nip one of the MAJOR sources of inflation in the bud, the massive profits generated by NPC trade. If planets only produce certain items, and high sec only POS moduals produced certain items... you'd have your people in low sec, alliance sovreign having a real effect on the economy, and a target rich enviroment for pirates. Also an option, non-alliance conqureable stations in low sec. This would also get people there without forcing them, by having stations that are conqureable only by non-alliance member corps, (if they join an alliance they lose ownership) that requires a high standing with the 'owning' empire. This would also serve to encourage participation in factional warfare, as well as, duh, giving pirates more to shoot at.
This woud improve the economy, give people money sinks they'ed like to have, and give pir8s even more targets. With empire (in partiucular empire POS) as solo source for refined/finished goods for planetary interaction, and low sec as the only source for raw/unprocessed goods you'll have the same effect as railroading agents out of high sec, without the backlash from the carebears. Ships would go to and from 0.0, plus the added bonus of pirates getting fertilizer in thier stockings for thier efforts...
